Access to Personalized Healthcare varies greatly worldwide, creating disparities in patient care. Many patients are not able to access the right care at the right time with access barriers at the care and health system level. The FT3 Country Pilots Program mobilizes diverse stakeholders to bridge this gap and bring global best practices and insights to the local level, where change happens.
In these pilots we bring together local groups, including local patient organizations and health care providers, to solve challenges in personalized healthcare. By sharing tools and knowledge, we empower local champions to drive change on the ground.

By comprehending diverse health system archetypes and their challenges in providing patients access to personalized medicine, this Program strives to lay a foundation for scalability to reduce disparities in access to personalized health care globally, starting in cancer.

Situación de Acceso a BIOMARcadores en ESpaña (SABIOMARES)
The context
The Spanish healthcare system operates under a decentralized model. While national approval allows health technologies to be eligible for reimbursement, their integration into regional plans varies, leading to differing accessibility across regions. Disparities in access stem from unique economic, political, and social realities, necessitating a nuanced, region-specific approach for equitable healthcare advancements.
Objective:
The Spanish Country Pilot aimed to highlight access gaps in biomarker testing, provide vital information to lung cancer patients, and raise stakeholder awareness to inform policy agenda-setting and the formulation of patient-centric solutions.
Approach and activities:
FT3 convened a local multi-stakeholder group co-led by the lung cancer patient organization – AEACaP -, and the health advocacy foundation Fundación MÁS QUE IDEAS, complemented by industry expertise. The initiative utilized qualitative research methods, including surveys and patient testimonials, and an access mapping survey was conducted across four diverse regions.
Outcomes:
Access variation between regions in Spain was shown to be due to a variety of causes, including these five information gaps and access barriers:
Access to patient-friendly information and education
Regional (in)equity in biomarker testing within and across regions
Insufficient public funding
Delays in diagnosis and turnaround times
Limited availability and access to liquid biopsy
Hungary
A multi-stakeholder initiative led by Lélek-Zet
The context
Objective:
The pilot’s mission was to provide targeted and adapted educational support to newly diagnosed lung cancer patients to improve awareness of biomarker testing and targeted therapies, and demonstrate that access to biomarker testing can be improved by driving awareness among patients who could benefit in an environment where testing is already available/reimbursed.
Approach and activities:
The goal was to achieve this by adapting and testing fit-for-purpose educational materials for patients that can be handed out or referred to by HCPs or patient advocates in partnership with local HCPs.
Outcomes:
The group’s efforts have produced seven fit-for-purpose resources that were tested and validated by patients and healthcare professionals, and a dedicated network of partners. This collaboration generated a deeper understanding of patients’ experiences and needs, consequently paving the way for tailored solutions and improved care in Hungary and countries facing similar challenges.
Philippines

Objective and potential activities:
A delay in testing can significantly impact patient outcomes and there are multiple barriers that can lead to this delay. The pilot in the Philippines will tentatively focus on reducing delays in test turnaround time for patients. The group will also look at by adapting existing materials from pilots in other countries, such as in Hungary, to improve awareness of biomarker testing among healthcare professionals and patients who could benefit.
